For most small to medium sites, installing XAMPP or MAMP on your local machine gives you everything you need to develop locally. Plus you save lots of time by not having to constantly FTP files to the server.</description>

		<description>Concerning abusing refresh, the Web Developer Toolbar for Firefox is a God-send. It has a live CSS Editor that instantly updates the page (via DOM, not refresh) to show your changes.

We develop every site at work exclusively using this Web Developer&#039;s CSS Edit functionality.

If you prefer to use your own editor, there&#039;s also the XRefresh extension for Firefox. It does cause your page to refresh but it does so automatically each time the file&#039;s mod-date is changed. As a result, you just leave the page up and save the CSS file periodically (good practice anyways) and you can see your changes happening.</description>
