How do you integrate raster and vector images in a website so it looks seamless? What tricks/tips do you have?

I am trying to implement a random banner image script. Have tried about 5 that others can get to work but mine just shows a broken image icon. I've saved the php file to the folder with pics and im referencing the script instead of the pics.. Help?

When i add a border to an image i get a white line inbetween the bottom of the pic and the border. (about 3pxs) and i have no idea why or how it gets there? Any suggestions?
