Have a great topic that you love discussing, grab a free blog at wordpress or blogger, set it up and start blogging right away. After a while, you can host your own blog. Advertise it on twitter, and facebook etc.
Reply to your guests who comment and get a following. But be sure to write about something you enjoy, and not just something you think is popular or will make you money. If you are not enthused about your topic/topics, people will tell.

If you are non for profit, you can try blogger.com, I host a few of my fun blogs there. But if you are a little more serious try a self-hosted wordpress (from wordpress.org).
The best way is to choose a niche, and stick with it. Having said that, if it's a topic that doesn't interest you, then quit. Go for a topic that you love, because people love reading things that are written with passion, even if they are about the latest taxi ride you had.
