More and more browsers are supporting both html5 and css3 so I should say it is a perfect time to start using it. As long as you have a good fallback for those that have browsers that not support it

I think it's the right time for CSS3 (with a clear "Progressive Enhancement" tactic in mind) and sure for HTML5 (with the necessary hacks for IE to understand it).
