I'd definitely use Eclipse with the PDT plugin. It works wonders especially with the PDT plugin as it provides an extensive PHP Development Tools framework for the Eclipse platform. With this you'll have everything you need in order to develop PHP components and more.

Netbeans IDE is an excellent one.
