Most free places don't get you the best work. One of the better ones is Elance, for which I don't believe you pay to post your job. About 10% of the freelancer's money goes to Elance corp., though. ODesk is another similar site, but I'm not sure how it works.
The ubiquitous Craigslist doesn't seem like a very "professional" place to post a job, but it is not unusual if a posting gets 100+ responses. I have tried responding to various design jobs posted on Craigslist and they usually say "in the first hour and a half I got 50 responses! It will take me a week to sort through all the resumes!" or something similar.
